  18. <p>     In the brutal war between the government of President
  19. Virgilio Barco Vargas and the Medellin cocaine cartel, the drug
  20. lords have scored the latest hit. Last week the cartel's
  21. paramilitary group, the "Extraditables," claimed responsibility
  22. for the Dec. 20 abduction of investment broker Alvaro Diego
  23. Montoya, 36, the son of Barco's closest political adviser,
  24. general secretary of the presidency German Montoya.
  25. </p>
  26. <p>     The Extraditables also said they had seized at least two
  27. dozen other prominent citizens. According to reports in two
  28. Bogota newspapers, the abductions were ordered by drug boss
  29. Pablo Escobar Gaviria, who is still on the run following a
  30. close escape from the law on Nov. 23.
  31. </p>
  32. <p>     For four months the Barco government has waged a campaign
  33. to shut down drug operations. Last week the government raised
  34. the reward for information leading to Escobar's capture to more
  35. than $500,000. Police read the kidnapings as a warning to Barco
  36. to halt the expropriations of kingpins' property and the
  37. extraditions of drug lords to the U.S.--or pay the price.
